    Erik Woodbury explained that the Brown Act requires a roll call vote when there are voting members attending online.

    Voting Members were instructed to use the  roll call vote  link to start the meeting to achieve a quorum. Then, the voting members voted to approve the agenda, the previous meeting minutes, and the consent calendar. Voting members may pull any items from the consent calendar.

    Mark Landefeld: County Assessor race in the upcoming election - one candidate is campaigning for property tax exemption for seniors. He encouraged people to explore how that might impact funding for the district.

    Shagun Kaur expressed appreciation for those who have volunteered. There are still quite a few important shared governance groups that need faculty

    She highlighted the Equity Action Council (EAC) that needs a chair and  faculty member. They are trying to revive the Professional Relations Committee that includes mediation training. There is also the Police Chief's Advisory Committee

    Upcoming Faculty Meetings on Administrative Realignment

    Three meetings have been scheduled.

    Today’s meeting was well attended with vigorous discussion and some ideas. Two more meetings on Tuesday and Friday.

    To comply with the Brown Act, Senate Executive Members were asked to register to attend. There should be plenty of spaces. They have allocated 14 spaces for executive members (less than a majority) at each meeting. 

    Followup plan.  Send out a survey based on the meetings to gather more ideas. Around week 9, bring back to the Senate for discussion a summary of suggestions, findings, data, etc. This may result in the Senate’s own proposal on administrative reorganization.

    All comments will remain anonymous to protect people's identity. The goal was to create an inclusive, safe space where faculty can contribute openly. They will summarize the information without names, unless the contributor expressively wishes to be identified.

    ASCCC Fall Plenary 

    The full document for the  Fall Plenary Resolutions was released last weekend. Erik will be providing his president’s summary. Members should go through the packet for discussion next week. Provide feedback by 11/3 to guide our Senate delegate Shagun Kaur to represent us on these resolutions. 

    ASCCC is a statewide academic senate that represents all of 116 community colleges in California. They bring together delegates from all 116 colleges twice a year, fall and spring, to create and advocate for policy at the state level. 

    The Senate has faculty scholarships to cover registration fees for these two annual conferences.


    Strategic Plan - 2nd Read

    President Torres held Strategic Plan town hall meetings last week. The president has sent out email with updates based on the meetings. People can submit feedback until 10/31.

    Additional topics discussed: 

    Strategic plan for modality and enrollment moving forward. 

    Ways to clarify and streamline the student registration process. 

    Some representatives would like some time to get input from their constituents.

    This item will be on the agenda for a vote next week


    Library Update

    Centralized OER Offerings

    James Perla-Adams, Equity & Instructional Librarian, OER Coordinator

    The library has created a centralized OER repository of free, online textbooks. The repository is sorted by departments, and then by courses. There are 99 OER books that include textbooks authored by De Anze faculty. Students have many different ways to find resources on the library website. Go to the “Check the collection to see if your textbook is included” link.  

    They are working on a list of OER textbooks matching Guided Pathways meta-majors. Counselors will be able to share this information with students

    Mary Donabue mentioned free library access to the New York Times and an article about banned books.

    The De Anza library has a collection of banned books with explanations on why they are banned.

    Wendy Brill-Wynkoop, past president, FACCC, Faculty Association of California Community Colleges

    Wendy Brill-Wynkoop in her presentation provided an overview of its history, its role with regards to ASCCC and the unions. She highlighted the services and support offered by FACCC, especially for FHDA, as a contract member of FACCC.

    Question raised: 

    How to protect faculty members’ copyright of instructional materials when/if AI tools are implemented in Canvas? AI tools could pull those materials into a database, resulting in a loss of control/ownership of those materials)

    Wendy: work with union on the rollout of those tools and how maintain authorship

    Campus Climate Survey

    PT faculty ratings of campus climate = 55% positive, FT faculty rating = 43% positive

    Survey results show low confidence in addressing concerns (17–34%), limited transparency in decision-making (23%), and weak communication from leadership (23–42%), underscoring the need for greater trust, accountability, and equitable opportunities.

    Brown Act

    Intro To Senate 2025

    The Brown Act is a state law about how a legislative body conducts its public meetings. The Academic Senate is a legislative body. Any congregation of a majority of members of a legislative body is a meeting. The meetings should allow greater access instead of restricting access to ensure transparency in decision making for the legislative body. 

    Serial meetings are not acceptable.

    The Brown Act specified the making and posting of agenda as well as how voting members may attend online.

    If Brown Act is violated, the legislative body can be fined and/or decisions can be invalidated.
